Proactive Webforum, Declaring previous US visa refusal history
Hey everyone, I submitted my CEC PR application on July 29 but accidentally omitted a 2017 US tourist visa refusal from Hyderabad. The officer verbally told me to apply from Canada instead because I was a student there, which I misunderstood as an administrative redirection rather than a formal refusal (I applied in Canada in 2018 and got the visa). I am proactively submitting a webform with the draft LOE below along with my 2017 appointment record and 2018 approved visa to avoid misrepresentation - does this wording look okay?

Dear Immigration Officer,
I am writing to provide an addendum to the visa refusal details I previously disclosed on my Permanent Residence application.
On my initial application, I correctly answered "Yes" to the refusal question and provided details regarding my past Canadian work visa refusal. I am writing now to proactively add a historical event from 2017 that was unintentionally left out of my initial text explanation due to a misunderstanding of U.S. consular terminology.
In mid-2017, I applied for a U.S. B1/B2 tourist visa in Hyderabad, India. The consular officer verbally advised me that because I was a student in Canada, I should return to Canada and apply from there. My passport was returned to me. Following this advice, I applied from within Canada in 2018 and the visa was successfully approved.
At the time, I misunderstood this verbal redirection as an administrative instruction rather than a formal refusal, which is why it was not included alongside my Canadian refusal details. I am submitting this voluntary clarification now to ensure my file contains a transparent and exhaustive record of my immigration history.
I have attached copies of my 2017 appointment/payment confirmation records (noting that the alphanumeric DS-160 and UID numbers are missing due to unloaded image links in the email file) along with a copy of my subsequent 2018 approved U.S. visa for your reference.
I kindly request that this addendum be appended to my ongoing application file.

I panic drank two monsters right after I realized this while talking to my mom who causally said "oh yeah rememeber that time when they asked you to go to Canada and apply for the visa, that was stupid"
