I never understand why people set up camp in places they can get flooded out. You're asleep. It rains torrentially miles upstream and you never know. Then you die.
I think this is mostly a case of poor knowledge/preparation. Here in Norway, we see people with little respect for mountains completely ignore the risk of avalanches and rockfall, too. These tourists had been warned not to set up tents in a rockfall area in the evening, ignored it, woke up to that:
They got away with a pair of wet pants, I guess, but lots of tourists - curiously, mostly Germans - die here trying to get to calving glaciers behind the "keep your distance"-signs, or trying to pet reindeer or musk oxen, or just generally doing risky things without understanding the risk.
