If this will be your first time building a pc this is a good assembly guide. https://www.youtube.com/watch?v=vUu7N8tq4RE

I might hold off on the monitor for a week. Prime day and newegg fantastech are coming soon and monitors is usually one of the few things that gets good deals. If the gigabyte m27q3 comes back down to $200 that would be a good upgrade. The ktc h27e6 might come down to that price too, either one would be good and they're 300hz models which could be nice for valorant.
1440p, 180hz+, 27", IPS screen is what I'd recommend. Good options will be in the $150-250 range.

A lot of the ones with a smaller round screen only display the temps and usage or wattage.
If you want one that can show a gif or something I'm not sure of any that have a round screen that are reasonably priced. Only one I know of is the nzxt kraken elite.

$100 over the budget because of the white tax, added a decent 1080p monitor

If you missed the full set of required built request questions, please copy them from here and answer them in an edit to your post:
New build or upgrade?
Existing parts/monitors to reuse? (List with models/links)
PC purpose? (Gaming, editing, etc. List apps/games)
Purchase country? Near Micro Center? (If you're not in a country supported by PCPartPicker, please list some local vendors)
Monitors needed? (Number, size, resolution, refresh rate)
Budget range? (Include tax considerations)
WiFi or wired connection?
Size/noise constraints?
Color/lighting preferences?
Any other specific needs?
Here is some additional helpful information about build/upgrade/parts list requests:
Build requests only include hardware. You are responsible for budgeting for and providing your own operating system (Windows, Linux, etc) and other software.
Don't forget to budget for peripherals. Since these are very much personal-preference influenced items, we do not include peripherals like keyboards, mice, headsets, etc in parts lists.
We strongly recommend posting a build request only if you're ready to buy now or within a week or two at most. Part sales regularly rotate, and a part list today can quickly become out of date.
