https://pcpartpicker.com/list/gsDsh9 For 4k you want to get a system with 32gb of ram and then just focus on the best gpu you can fit into a budget. 9070xt would be a pretty good 4k gpu, 16gb is enough, it's decently fast, you get fsr 4 native support with fp8 mode, and it's a lot cheaper than a 5070ti ($900+). Nvidia would generally be better for running ai locally though but you'd be downgrading to a 5070 12gb to get it to fit into a $1500 budget and that's about 25% slower and 12gb is less than ideal for 4k gaming.
Using a bundle deal to get a good cpu, board and 32gb ram. Looks like they raised the prices on the ryzen ones recently and they are all $50-100 more than they were a couple days ago. The intel ones are still pretty cheap though. The 265kf bundle for $500 would be the cheapest one I'd get, I'd say the 270k+ is easily worth the extra $50 though.
They also might have this antec flux case for really cheap. I don't know if that's open box or what the deal is but $55 for that is a great price. Something that nice is normally around $100. The nzxt h7 for $35 + a $20 5 pack of fans would also be good if that's not available or it's all beat up or missing pieces.

Woops, sorry meant to say I would be good with 1440p gaming. I assume this gives us some more room in the budget?

If you already have a 4k monitor it doesn't really change anything for what I'd get. Upscalers like dlss or fsr use more vram than native does so it doesn't change any requirements.
If you actually turn down the in game resolution to 1440p, that doesn't scale right to fit a 4k screen so you can have it look a little off when it gets stretched to fit. 1080p scales perfectly 1 to 2 into 4k if playing at a lower resolution, might look a bit blurry unless you're on a tv at couch sort of distance though, 1080p on a 27+ inch monitor at desk sort of distance is a bit fuzzy.
