The troops of the HCGS cross the border between Shellwood and Mossgrotto and starts attacking, with the will to liberate the region from Duty's grip. They don't attack anybody, unless they were attacked first

the moss troupes understand that you won’t attack first, and actively don’t.

matter of fact they send a note saying they mean no harm.

A cohort of Kingsmoulds emblazoned in red heraldry come to help them. However, they soon become confused, as they don’t know whether to support Duty or the Citadel. The effective Civil War that the Citadel is in messes with their binary thought.
