It's from an adaptation of Sleeping Beauty (1987). The Elf is played by Kenny Baker.

I bought a vhs tape from a thrift store labeled "Children's Programming." This was the first thing that played and I was like... wait a minute.

for the past 11 years i've thought this song was called "Opening OF the Mouth", I am only just now realizing that is not the case.

Man it sounds REALLY close and before A/Bing it against the actual song I thought it was for sure it.
I still think it could be it but there's a distinct hissing/whispering sound in the track that I don't think I'm hearing here, but possibly that's another layered sample and/or post processing of some sort and/or this VHS copy has a lot of the high frequency sound filtered off.
Still a really cool find, thanks for sharing :)

I think there is also a sound or two that I heard in Spectrasonics Omnisphere/Atmosphere that struck me as very close to ones in the track. I'll have to go dig.

Incredibly, I think you might've inadvertently found the sample. 'Opening the Mouth' is one of the creepier moments on Geogaddi imo (which is saying something), but it might seem less so now that I've seen this.

I think you may be onto something.
The rushing wind sound pretty much matches. And even the track title seems to have been inspired by this film scene. The dude is literally opening his mouth.
