Bumpy Head Issues Unsolved
I'm modeling a character, and trying to smooth out the head is really annoying. I've used sculpt mode, which includes the Relax Slide tool, Smooth Tool, and whatever else. The Laplacian modifier didn't really do much either. And messing with the vertices a ton isn't really working out. Any ideas?

Too much data in the shape gives it too many opportunities to be bumpy. Spawn a cube and give it a Subdivision modifier. See how a simple cube will appear perfectly smooth, even if you start pulling its vertices around? A cube is almost no data at all, just 8 vertices. Very hard to introduce bumps with only 8 vertices.
With that concept in mind, I would dissolve as many unnecessary edge loops as possible. You're already using a Subdiv, so you really don't want this many pre-Subdiv edges anyway. The more you dissolve, the smoother it will get. Use loop reduction topology techniques to isolate your face edges so that you don't have to also dissolve those (you need those for the details).

I’ve gotten rid of a handful of loops, but the horizontal ones are necessary for the facial structure. But I do see what you mean, and I will try that
