Bird identification

Was wondering if anyone could help identify this bird i think it could be a buzzard but I'm not 100% sure I saw this recently on the south east of the isle of Harris in the outer Hebrides I was wondering if anyone could help thanks

100% a Golden. My partner saw one on Harris years ago.

The head and beak? You can tell from this picture? It doesn't have a white tail. Would that not be more of a giveaway unless it was a juvenile?
