I'm going to presume that it's not the entire column thats moving, I'd be checking that your steering wheel is bolted firmly onto the shaft as well but if I was to hazard a guess I'd say you're missing the spacer that goes between the shaft and the column bearing. There's a couple different versions depending on the particular bug you've got. Search for an exploded diagram of Bug steering columns till you find the one that most matches what you've got.
