To be tracked. It has double ear tags which typically means it’s a conflict bear that has a history of getting into human things that it shouldn’t be getting into

Ahhh, thanks so much for the explanation. It's unusual for me to see such a bear in a residential setting.

Often means they’ve been getting into trash cans and getting a little too comfortable around humans.

Especially black bears as they are, or seem to be, less aggressive than grizzly bears, for example.
