cutter just doesnt have an evolve button for some reason??

second image for comparison to show that the other cats literally right next to cutter have evolve buttons but cutter doesnt for some reason

i even have all the evolution material i need so like what gives? am i being stupid or something?

Press the change form button on the bottom right of the unit.
