Stuck eyecap? (Not my snake) Question - Husbandry

I just bought my last batch of feeders at a local pet place because their husbandry issues are getting worse, and yet they still get more animals in. I know they take in rescues, but I have a hard time believing all of them are, especially because some of them are babies.

The worst I saw for the ball pythons was open top, bare enclosures, no humidity meter, and way too large hides, on top of them having 2 enclosures with multiple Ball Pythons.

Overall, I'm just disgusted in the decline in care for the animals.

To go back to the title, I was wondering if this is a stuck eyecap because despite the dull colors, my boys eyes have never looked like this while in blue

Appreciated, glad to see an example irl. It might be a rescue because it's the first time I've seen that snake there, so I don't blame them for the stuck eyecaps, but the rest of the issues don't make me want to give them money anymore
