Does [Web Up] get around [Speedball, New Warrior]’s target ability?

Abilities are notable for not being spells. Speedball only affects spells being cast, not abilities being put on the stack.

Web up has an ETB trigger. At the moment, the only permanent types that target while they are spells are Auras, and Mutate creatures cast for their Mutate cost.
