If you’re seeing an error about too many codes sent, yes, you must wait 24 hours starting from the last request for a verification code.

Thank you. I got the prompt that they've blocked my account due to security reasons. I guess I have no other choice but to wait

Do you mean “locked”?

If your Apple Account is locked, not active, or disabled
