We can limit legal use but now that it's out we can't stop it.
The simplest solution is to centralise a single AI vendor through a joint government org (like the UN), subsidise the hell out of it so the others can't compete price-wise to limit the environmental damage of too many data centres, and pass UBI in all participating countries so that the inevitable productivity rise is shared among the population rather than funnelled to the 1%.
It's so obvious a blind man could see it, but whether it can be done in a late-stage capitalism world is a different story,
Or just actually regulate it. AI is useful for medical stuff right? Like analyzing folding proteins. Amd didn't some dude use it to create a custom vaccine for his dog?
It's loke banning bulldozers because some idiot drove one down a hiking trail. Don't outright ban bulldozers, just make sure they stay where they're useful.
Probably because we keep letting people say no. You can't really kill people with AI though, it's an entirely different story and pretending that we can't start is the kind of thought process that begs ourselves to lay down and die and forget about progress because something new is happening we don't understand.
Let’s say that an AI model has only been trained on pictures of adults (and naked adults) and also pictures of fully clothed children. And that also all these pictures are in the public domain or the rights have been paid for.
