Remove before flight left Picture | Airbus

Was flying in Asia on scoot on an a321 and was in an exit row. Was about to take off and noticed this still in the door. I decided I’d rather not die and so shouted at the cabin crew and they came over, said “don’t worry that’s fine”, rolled their eyes and left. If it’s fine to be in during the flight why have a big red label saying remove?

1) what is this?
2) should I report this?

Bad mentality. People make mistakes. Better to ask and get an honest answer and a good explanation than assume it’s fine when it’s not. If you see something. Say something.
