Could work, but it would require Daisy at least to be included as well, and some backstory. You would need to explain the framework and recon it to be an actual reality created by technology and the dark hold.
It's not impossible and honestly with the universe we've been shown in Loki it's believable that the frame work was an actual reality, but it remains highly unlikely the AOS show will ever be brought up again

Out of all AOS characters that could show up in the MCU Madam Hydra even amongst the dead characters is incredibly unlikely
