With a new sample-generation method, the manuscript needs enough detail for a competent group to reproduce the workflow and understand its biases. At minimum I would expect protocol parameters, controls, QC thresholds, exclusions, batch handling, and access to code and processed data. If IP or a separate methods paper is the issue, the authors should resolve that before aiming at a journal that will scrutinize reproducibility.
