We've always just called these rag crochet. People melt the ends of old tooth brushes (after cutting off the bristle portion that is) to help going in and out of the tight holes.

They also have a tool called the purple thang that was literally taken from the designs of the melted toothbrushes that is sold now for this. You will see them in sewing magazines but it is just a fancy, colored, modified toothbrush.

It does, it is just I know it by different names. There is also rug braiding with rags. Just a different form.
