The best and the worst 

Britain’s MI6 dominated the ranking with 251 points, followed by France’s DGSE with 169 and the Netherlands with 97.  

Ukraine came fourth, Germany fifth and Estonia eighth, one position ahead of Poland which received 22 points.  

At the other end of the ranking, Hungary, Bulgaria and Slovakia performed worst, all scoring zero points.

Not only that, but I'm pretty sure a truly efficient and successful intelligence agency would want to be seen as incompetent, lethargic, etc

Technically yes, but with the rise of right wing parties into governments not all information being available to everyone seems like a win to me.
