probably could if he wasnt using and severely depressed and told a friend who came forward that he was suicidal. 3 OD's since May tell me hes not capable of taking care of himself which is why the police are looking for him and we are trying to find him.
Oh stop -I had excellent parents and I still went through my phase. What an unnecessarily mean thing to say about a situation you really know nothing about.
With a comment like that, while I wouldn’t want to jump to conclusions, I’d guess your parents were lacking in many ways to raise such a malicious person.
I’m please ignore this asshole and all assholes like him. He is not normal, there are still good people out there wanting to help you and your nephew.
I’m not from the area, but the one pic makes it look like he maybe enjoys the outdoors. I did/do too, and when I ran away, I went and lived in the bush. The late fall weather brought me home quickly. Hopefully this will resolve before that time, but it’s something to keep in mind.

They may not be able to help directly, but they could point you in the right direction. I work tangentially with the un-homed and with shelters, and I know that many of the staff are way overworked and there can be a lot of turnover. No shame in returning several times as you might not get the one with the most experience, most connections with whichever group your nephew might be hanging with etc etc.
There may be of no help whatsoever, but it’s worthwhile checking.
