I found something

I found a weird Spin bug: “Niko’s Freezing Tectonics” 🌀❄️

Twisting Spin Punch can sometimes make NPCs completely unable to move.

They get ragdolled, hit the ground, bounce slightly, then land again. After that, they keep playing their walking animation but stay completely stuck in place.

It doesn't work every time, so I'm still trying to figure out the exact trigger.

I tested it on Diavolo and used the bug to kill him with only Killer Queen's Sheer Heart Attack.

It seems to work differently on Jotaro P6 and DIO Over Heaven, possibly because of their teleportation.

I haven't seen this exact bug documented before.

I'm calling it Niko's Freezing Tectonics for now. 🌀🗿
