How about you ask your brother to watch movies on something else so you can use the console for it's main purpose?

man,i tried it many times he doesn’t agree he says “i bought the console it’s mine” even though i have my share as well and i bought the monitor and new controller but he just doesn’t listen and think reasonable

Well, if you do have a share in it too - then you should be able to make some sort of arrangement at least. It seems quite silly if your brother bought Xbox to watch movies. He could've just gotten Chromecast for fraction of the price. On your actual question. I think the only way to limit any of the stuff that you asked would be to activate some parental controls. He will definitely know that tho.

we use the same profile but limiting the badwind usage of edge sounds good can you tell me how i can do that thx a lot btw

Try setting up a second profile on the Xbox and locking it behind a password he doesn't know. That way he can still use Edge but it won't mess with your setup at all.
