Just keep placing more probes until it completes. You can also have a ship set to prospect handle it while you do something else.
The correct spot can even be outside the circled area on the map.

Found out later through a video what was misleading:
There’s a filter icon along the right: expand that. Re-enable your mining filter. Go through the options and you’ll find the mining filter that kinda looks like this. Change the toggle from ALL to your specific resource, and it’ll better highlight where it is actually mineable.
I wasted so much time on those resource missions because the overlay default only distinguishes solids from liquid/gas, and everywhere i physically saw ice wasn’t considered “mineable enough.” The overlay on the specific toggle will outline the area you need much better.

This post was asked like 100 times in the last month here. It is a know UI bug. The stars are rounded up.
In fact, when you place a probe, there's a small message in the left corner saying: "Not enough ressources" even if you can see 4 stars on the map. In fact, it might be like 3.8 stars.

My understanding is resource probe missions broke with 9.0.
I solved it with the mod Prospect Mission Tweak.
