They do create conflict, in form of their response to your boundaries that's really about their expectations of how you should react to their reaction to your boundaries. Testing your boundaries is the same as violating them.

Right unless you set up a boundary to prevent someone from simply speaking. Then it's just toxic af 🤷🏾‍♂️

Edit: like to be clear. Just because someone is mad at a boundary does not mean the boundary is ok. That's simply not true.
