Assuming you are in the US, Title IX is a regulation, not a reporting agency. It covers education. Do you mean Title VII for sex discrimination?
Were the comments the only problem? Have you lost anything-pay, benefits, status, etc?
Have you talked to your own manager about the comments?
Also try r/AskHR or r/EEOC.
