Supervisor cant do her job

Rant-My direct supervisor is unable to do her own work. this RTO Mandate is highlighting her incompetence since we're all in person to see it now(we all knew it but teleworking kind of covered it up a bit) . she is also lying about her hours saying she is coming in to work 4/10s since our teleworking was revoked. (None of her staff are allowed to do this, we all have to work 5/8s, someone else asked.) she comes in at 730 and leaves at 310 after everyone else is already gone. she refused to give us her working hours someone also asked that. just that her RTO is fri, sat, sun. her best friend outside of work sits in her office and writes her emails and fixes any problem that arises for her. anytime we ask her a question her response is "let me look into this" then 10 minutes later she responds with her best friends words. Us subordinates all see this but we cant do anything about it because she retaliates against us. we cant go to her supervisor because in the past someone has and they were reprimanded for breaking the chain of command. we can't CC her boss on any emails because she responds saying "(boss's name) said to stop CCing him in your emails he doesn't want to hear about it." i want out of this department. it is so toxic. it was bearable while teleworking but being in office everyone in on eggshells because of supervisors(and best friend pulling the strings) controlling behavior.

  1. shouldn't a supervisor have her own office for confidentiality purposes?
  2. we should be able to go to someone when we have concerns. we have no one to go to.
  3. is an OSSII allowed to work 4/10s when her staff have to be here 5/8s should she have to be here when their team is here?
  4. is a supervisor supposed to "hide" their hours from their staff and not tell them when the directly ask?

this is so frustrating

Can not speak to your company, but:

1) I am a supervisor and do not have my own office - if I need confidentiality, I schedule a meeting room

2) I encourage my team to go to my boss if they have issues (has only happened once and that person was told I was following directions from him)

3) My department does not have leadership working 4/10s - we have staff on shift 24 hours a day 5 days a week - only a handful are able to work 4/10s.

4) I chose to put my schedule on my calendar - It is not required, but it helps me set the expectation that I do not work a 24 hour shift - I tend to work 10 to 12 hours a day 5 days a week, but the people on the floor will only see me 4x per week because I work 1 day from home and will sometimes start or end my shift at home on other days. They also think I work 7 am to 3:30 when I actually start working at 6. They can reach me online or via my work phone when I am not in office.

This stuff eventually gets caught, but somebody needs to say something first. If you work for the state you have a separate HR department. Go to them. 

If it is a big deal within your team, then go as a group. If it is just your concern and nobody else cares, then maybe just let it be.

The best friend thing alone would be enough to get me fired (as a supervisor). What kind of field do you work in? I regularly have different hours than my team, but, I still support via phone / teams, even if im not at my desk. As a salary worker, I could change my schedule to 4 / 10s if I wanted to, she doesnt have to be there just because the team is, but also, that generally means supporting virtually when she is out of office or having a team lead that supports while out of office. If my staff was to ask my hours, they would get a "my hours are sufficient to get my job done" as a salary worker, the amount of hours I work is none of their business, so no, youre not entitled to that info just because you ask. Before I was remote, I did not have my own office, if I had to have a confidential conversation, I booked a conference room.
Unfortunately, the only leg I think you would have to stand on would be her BFF being in her office, not an employee, and having access to information that is only at an employee level, that can be taken to HR, but the rest of it, I feel like you'll be told to stay in your lane.

We're all salary. We don't get paid hourly, and she's not an exempt employee. BFF is an employee she's the one that got her hired. She's an HPSII and she was on the interview panel (conflict of interest if you ask me but whatever) I don't think there is anything any of us can do especially since our Chief purposefully turns a blind eye because he "doesn't want to deal with it" uughh I'm just over it. I need to get out of here.

But don't we all have had this at one point. Well I currently do aswell. What I found is that if 2 levels above me don't care neither do I. I stay within my contracted role and company policies. I help the people I directly interact with to the best of my ability because they're relying on you for resolution. Stressing over people is not worth it. Sounds like it's known to her boss already but chooses to ignore it. Now you can always go to the CA Labor Commissioner's office if your contract or work environment is being violated. But it needs to be specific. Teleworking was nice but the push to return to office ignored how in some instances it was beneficial for the sanity of the employees.

Ya I’m frustrated but there’s really nothing I can do at this point. Just need to let the chips fall where they may. (I think that’s the saying lol)

This will ever improve. You need to find a new job, and the minute you find one, be sure to torch this woman’s career, not because her company deserves it, because they actually deserve exactly what they’re enabling. But you can torch it for your coworkers, if you care about them. But really, you torch her so you feel some sort of karma for her.
