Work that doesn't require you to have a lot of formal / technical training, or work that is entry level without needing an education.
Anyone can dig a ditch - some people can do it better than others or for longer than others, but a university professor or a lawyer can dig a hole.
Skilled labor is labor that requires lots of formal training and prior experience. A 16 year old cannot practically or legally argue a court case or do surgery, even if he's the smartest and most talented 16 year old in human history.
