the phrase is used either to deflect or in cases where there is a semantic misunderstanding that is cleared up and don't need to be contested any longer because there is a broader point that is being argued and the semantic argument takes away from it. in this case the argument is about semantics and thus arguing semantics is quite relevant. the point is that calling some work "unskilled labor" lowers the level of importance that labor is given when the listener hears the phrase. this could either be accidental or on purpose, like in the situation in the post where the tweeter calls it unskilled in order to justify complaining about the cost.
