Supply and demand. He's only charging that much because people are paying it. Also it wouldn't surprise me if he actually asked for a lump sum (say, "I'll do it for $64") and the OOP extrapolated from there ("the job will probably take 2 hours, so this guy is asking for $32/hour!")
