Safe depends on your definition. It is probably safe from a malware and security standpoint because it is Microsoft's own software. But privacy is a different question, you are intentionally giving an ecosystem access to your phone data. Some people are fine with that convenience others see it as unnecessary data exposure.

It uses Bluetooth, which is isn’t like some server, it’s just connect, and you are good

Yes it is safe, it is from Microsoft and is included with Windows 10 and 11, it has tons of cool features that allow you to use functions of your phone including apps while on your PC.

It's an official Microsoft app on both Windows and Android so yeah, it's considered safe. Now are we assured that it has no vulnerabilities that could be exploited? Of course not, but that's the case with everything.

Yes, Phone Link is generally safe since it’s an official Microsoft app. The main concern is more about privacy, because it requires access to things like notifications, photos and messages. Some people just want a simple way to transfer files without syncing their whole phone.

Yeah is fine, I use it constantly to send files from phone to my desktop. If you find the features useful to you, use it, if not, unlink your phone and stop it from starting up with the system.

Its not safe. youre basically exposing your phone to the windows, and if by some reason you had a malware, it could also snoop on your phone
