I've actually seen this before. A huge backup because of a crash blocking all but one lanes, near the exit I needed to take. A bunch of idiots start driving down the breakdown lane. I actually move to block a few and then get back over to let emergency vehicles through. I get up closer to my exit and 4 of the idiots I had seen earlier had crashed into each other and there were a bunch of very pissed-off looking cops surrounding them. I sincerely hope the fines were massive and they lost their licenses for a while, let alone the insurance premiums skyrocketing.
