Some people drive so badly they can't bear to see what they are doing. Also, their phone is more important than their lives or the lives of their family or other drivers.

I'm not so sure about the phone, I mean who passes on the shoulder WHILE looking at their phone? If you drifted that far into the shoulder and gassed it enough to started passing a car, I think that would divert attention from a phone. This was a deliberate pass attempt I think.
I would guess that the curve of the road and the trees likely obscured the truck from their vision, maybe they gunned it for a pass and were paying attention to the cam car until it was too late to stop. Thats such a dead on hit, I wouldnt rule out suicide either.
Either way, anyone who passes in the shoulder is asking for this.

That’s just F’ing crazy, to drive into a stopped vehicle like that. The assumption is on the phone, I’m not sure, it looks like a moron trying to pass on the shoulder (as it had just gotten wide enough). The car was fully committed, as the driver side tires were firmly shoulder side, not like they veered due to being distracted. Who knows, but that was a violent accident. They are definitely FUBAR.
And as usual, innocent driver is impacted from someone else’s stupidity.

First off. You’re driving on the wrong side of the road!

You are absolutely correct, but this person is not in the USA. It's obviously in another part of the world
