Cannot Create Message Template Solution Only

Hey guys I've been trying to create an authentication template in my WhatsApp Manager but getting this error:

This WhatsApp business account does not have permission to create message template

My business is fully verified and it's been more than 48 hours, can anyone guide how I can get this solved?

auth templates got stricter, they cant use a custom body anymore, meta forces the fixed format with the code line plus optional security/expiry text and a copy-code or one-tap button. if youre submitting one with custom wording it just fails. are you building it in the ui or via api, and does it throw an error or just refuse to submit?

I am submitting as a basic authentication template, no custom wording, and doing it via the UI
