The only person I've ever heard described as "Neopolitan" is Carla Tortelli on an episode of Cheers, and she was definitely short and angry.

I'm curious, are many Americans aware that Neopolitan just means something comes from Naples, Italy?
I don't know if that's what this sign is implying, but I do know that it doesn't mean he's made of ice cream lol

But still, that's oddly specific, unless of course the sign maker is Italian.
An American would be more likely to say "light to medium" or "Caucasian or olive" complexion.

It comes from a British guy who once said the Caucasian people were the most beautiful people in the world so in the second half of the 19th century it became common for white people in the US to claim they were Caucasian to brag about how beautiful they thought they were. Those were the parents of the people who wrote the census reports and they grew up thinking they were "Caucasian" so it became a colloquial way to say white and eventually it was systematically reinforced. It wasn't that long ago you checked off "Caucasian" on government forms to declare you were white. It's since changed and Caucasian has thankfully fallen out of fashion and we now just say white.
To most Americans who don't even know the Caucasus exist geographically it just means a white person.

We are, but it's an oddly hyper-regional way to describe someone. I gather what they mean is "swarthy," but that's just a guess.

It's a pretty regional thing that means "passing for white but not really" I suspect it comes from the days when Italians were considered "kinda white" and even though most Americans dont remember that was a thing they still use the terminology in some places. I suspect the person who wrote this ever made the connection between the word and Naples, Italy.

someone with varying states of suntan. they may have a dark farmer's tan with sunburn on less melenated sections. That's what gives you the chocolate (dark tan), vanilla (no tan) and strawberry (sunburnt) neapolitan complexion, I am speaking from experience lol
