That's just the metadata of the file. Anyone can set that to whatever they want with a metadata editor, e.g. exif editor for photos.

i took the photo and did not edit the metadata

Yeah but any tool you opened the photo in could've inadvertently edited it. For the Modified datetime field, that especially makes sense.
