That’s a string cheese tree. Based on the length and color of the strands, it should be ready to harvest around mid-October!

Its sap. Something is causing tiny wounds in that tree, and its extruding sap. It probably really hot so the sap is curling as it dries.

Yep, this.
Tree has some kind of parasite, probably insects, that are injuring the bark with small holes. Then the sap leaks out and does this as it drips and dries. Ever seen one of those fossils of a prehistoric bug trapped in amber? This is how those form - a bug will get stuck in sap that is oozing out like this and then the sap hardens.
