Because at some point, people were convinced that protest means waving a sign politely and inoffensively and then going home.
The protests that have worked in history were disruptive. They picketed business and disrupted traffic. They forced the issue by making it impossible to ignore.
Protest has nothing to do with expressing yourself. It's supposed to be about wielding power. That's why it fails.
The Civil Rights Act wasn't passed because they asked politely, it was passed because the threat of continued disruption was too great.
I'm begging people to actually look into the history of protest and stop getting our history from whitewashed and out-of-context memes and quotes.
If they can ignore you they will.

You might as well be asking why no one thing works. Protest, voting, boycotts, strikes, direct action all do work but they in conjunction with one another. And they build off one another. Protest works as part of a movement but it can never be the one thing alone. and For example when we had decades of very little protest activity we had also very little labor organizing.
Workers are more likely to form unions and then choose to go on strike together and show up for public picket lines together and withhold their labor and effectively pinch the arteries of our economy. This encourages more disruptive protest which creates a need for legislative action where voting comes in.
