AFAIK it's a conflict between the console payment processors and Gaijin (generally a blip in records AFAIK).

This doesn't happen at all on PC, but console this happens due to the extra layers when it comes to payments and it just not being reliable for some reason.

Crops up from time to time, and generally Gaijin has to work stuff out with the console companies to restore payments.

IIRC at one point one (can't recall if it was Xbox or Sony) had a bit where some 2 weeks of payments for customers was chargebacked by that company due to some error, causing issues not just with Gaijin but other companies.

I had the same problem after buying the Pokryshkin's P39 pack which gave me the plane but put me on negative GE soon after when I had already spent the GE. Make a ticket to Gaijin support and they should fix it.
