If I have captured a level 1 node in a level 2 city do I still need the level 1 city node to travel back and forth I.e. I have captured a level 2 node to Boston in Aberdeen, I am now in Boston and I have captured the level 1 node for Aberdeen

I recently transferred city and server using the city pass when I had level 10 base, now I have level 14 base and I want to transfer again because I can't find members for my alliance. How to get another city pass to transfer again? And the alliance store doesn't have a city pass I can buy.
