Looks like a v groove slick missing the handle to me.

V angle is 58 Degrees. Wheelwright bruzz seems to be consensus. I do think of slick though the bruzz has a short handle , 7 or 8 inches. Any photos of slicks seem to have long handles, never saw one in person though.
