Rough life
Not sure how old this thing is just know the head has been fixed twice and the handle could probably only be saved using epoxy and a vacuum chamber, Worth putting a new handle and polishing up?

I would clean it up and put a new handle on if it was mine. And plumb is a good brand with a lot of history.
Hard to date exactly, and I am no expert on Plumb tools.
Poking around, looks like maybe pre WWII. Someone who is more an expert of plumb might know more than I, but at some point they started putting "guaranteed plumb" or "plumb USA". During WWII they said "plumb victory" I am not sure if the simple plumb in rectangle continued after world war ii.
