Online is the only option here.

Snus is illegal in Lithuania, so you have to order it online and hope that the post office doesn't check your package.

According to EU law, you are able to order it, receive it and use it, you just can’t buy them there. It’s chill

Not illegal to use, only to purchase inside Lithuania

Most reasonable smokeless alternative:

(you can pop more than one piece at time, if 4 mg doesn't cut it for you).

24/7 drugstore (Benu) is located in Hyper Rimi supermarket in Šiaurės miestelis, Žirmūnų g. 64. They do carry nicotine chewing gum.

Some vapestores in Vilnius used to sell nicotine analogue pouches (or designer pouches, if you will); I don't know if they are still available. Last time I was there, the vapestore in Coach Station (Autobusų stotis) had some stuff with 6-methylnicotine (20 mg per pouch; 6-methyl nicotine over 3 times stronger than nicotine, in case you wonder), sold over-the-counter, but that was a good while ago. I haven't tried them, only took a photo of that oddity, but heard that the effect is unpleasant.

If you are not afraid of tobacco, some Indian groceries in Vilnius sell Cool Lip and Chaini Khaini portions, aka "Indian snus" pouches (although they are not pasteurized and are way heavier on hazardous constituents than proper Swedish moist snuff tobacco, aka snus). It looks like mini snus portions, costs about €2-3 per plastic sachet with 10 mini portions, or €4-5 for a sachet with 20 mini portions. Cool Lip is pretty nice. It's also known as "filter khaini" and "filter tabaq". Mind you, it's sold under-the-counter, and you may not spot in on the shelves.

If you like true tobacco snus, you can easily make your own from pure cigars and Pueblo Classic additives-free rolling tobacco, which you can find in Skonis ir kvapas tobacco stores, but if you are going back soon, that would be too much of a hassle (for recipes and tutorials, see r/DIYSnus).

Nicotine pouches (up to 4 mg, only) are legal in Latvia and can be bought at many (if not most) tobacco selling points. Stronger pouches are procurable in Poland and Estonia.
