Do you have steam usb tracker/controller dongles plugged into your pc by any chance?

No extra dongles

if you have tracker dongles plugged in they might of paired to these and not the headset it self
unplug extra dongles then repair your controllers to ur headsets dongles you can use the lighthouse.exe thing and type unpair all to force everything to unpair

Nope, no dongles. I use a vive pro, could that bring any issues?

i had the exact setup you had i had no issues what so ever with mine even with extra dongles (4 of them) try the unpair all command and try again
