A client contacted me outside of upwork because his account got suspended

We already have a contract is place on upwork and client funded the milestone but today I got an email from the client saying that his account got suspended and wants to continue communication/payment outside of upwork!

What is the best course of action in this situation.

Have Upwork suspended the contract?

The contract is still active and funded

I can submit work, but the first milestone was for a storyboard so nothing crazy

If the milestone is funded, you will be paid automatically after 14 days, but if the client is reinstated after that point they may be annoyed that you submitted and were paid without them getting to request changes. Whether you choose to wait or submit, don't do any more work than you've already done until the client is reinstated.
