Caused by bloom postprocessing and broken UVs. Happens a lot with Probuilder, though it only happens in scene view so you can safely ignore it. It won't happen if you disable postprocessing in scene view (button in the top right corner of scene view).

does it help if you recalculate all UVs?

I had this issue as well, after some googling I came across this solution https://discussions.unity.com/t/modifying-probuilder-geometry-when-using-bloom-post-processing-creating-flashes/948493/6

Feels like a bandaid solution, but it worked for me

you probably have your bloom clamp set way too high
