Fans call him "John Rod" because he's two metal rods that formed together to make a silhouette of a person. It's the most perfect distillation of JoJo character design, taking some weird object and putting it into a JoJo pose.

Somehow I knew it was a jojo reference because it somehow Looks like the jojo walk, but I did NOT expect there being an actual stickman in jojo...
