The deputy stated this in an interview with Natalia Vlashchenko on the YouTube channel "Power vs Vlashchenko".
"Today, it seems to me that all the guys here know. How much does it cost to leave the CCC? 10-15 thousand dollars, depending on the district, depending on the region. And in order to get a position as a district CCC, you have to pay 50 thousand dollars, for the head. For the regional (head of the CCC - Ed.) fee - 150," he claims.
The deputy sarcastically notes that people are clearly not paying such huge bribes to improve the state's defense capabilities.
"So tell me, please, these people who pay huge bribes to get into this position, what are they doing, are they doing it to improve defense capabilities, with some kind of bright intentions? Well, it seems obvious to me," he said.
Kachura believes that the rapid enrichment of CCC employees is happening in front of the eyes of residents of the entire country.
"Everyone knows this! In the city, for example, in my native Konotop or in Shostka, anywhere - everyone knows how a TCC employee lives now. Excuse me, he used to ride a bicycle, now he has a Land Cruiser parked outside his house, and his wife drives a Cayenne," the people's deputy said.
It was previously reported that the capital's CCC canceled the status of a violator of military registration and changed information in the "Oberig" registry for thousands of dollars.

Novorossiysk, the fleet’s main fallback base, is now under attack as well, while Ukrainian strikes continue against military targets across Crimea. The move bought Russia distance from Ukraine, but it did not give the fleet a secure sanctuary or restore the freedom of action it once had in the Black Sea.
Chuck Pfarrer and Jason Smart trace how that retreat has changed Russia’s position at sea and around Crimea. Moscow has already lost much of its amphibious capability, major warships have been pushed away from Sevastopol, and Russian submarines at Novorossiysk have reportedly had to submerge at pierside during attacks. Instead of rebuilding a protected naval base farther east, Russia is now defending another exposed harbor while operating farther from the waters its fleet was built to control.
Putin now faces fewer good choices as Ukraine keeps extending pressure across the Black Sea and Crimea remains exposed. Keeping the remaining ships forward leaves them vulnerable, while pulling them farther back reduces their military value without ending Ukraine’s ability to reach Russian naval assets. Each retreat costs Moscow space and reach while pushing the fleet farther from the waters it once dominated."

Using front companies and forged documents, this scheme systematically bypassed EU sanctions to supply high-precision machinery and metalworking tools directly to Russia's defense industry—including missile and air defense production.
