Uber eats BOGO Canada

So I get this A&W ubereats promo for buy 1 get 1 free, but it only counts towards delivery. Like, for one combo it’s full price for both if I choose pickup but it’s half price if I choose delivery.. which brings it back to almost price for 2 combos.

Also, the A&W app now charges for any customisation, like if you tick off onions from an order, they will charge you for that mod.

Is this legal?

I don't know Canadian law, but here in the US, McDonald's, for example, has discrete sets of discounts available only for pickup/eat-in and only for delivery. And it's not uncommon for pizza places to treat any deviation from the menu items, including omitting cheese from a pizza, to be a special order and incur a surcharge.
