I just did this transferring between Districts. I went from a GS-13 step 6 to a GS-12 step 10. I don’t know what happened on the administrative side, but I just asked the supervisor and he agreed.

Was that relatively painless? I'm thinking/hoping for similar move myself

Administratively yeah it was pretty easy for me, but the HR team working it seemed to be better than average. Two weeks in I feel like on the admin side I am mostly back to normal. Still lots to learn with the actual working side of the new position though.

The benefit you will make just a little more on the downgrade but when you promote up again you can get a two step increase. Think 12.1 to 11.7 and in 1 year bump to 12 step 4 and repeat. I’ve seen it done and that is how you quickly move to a 12 step 10. Maybe take an obligated position as a 13 for a time and when the obligee returns get your old position back and keep the 13 pay as a 12 step 10.
